Terms of reference for the report on other possible sources of funding:

Issue

1. Paragraph 6 of Article 13 of the Stockholm Convention on Persistent Organic Pollutants establishes a financial mechanism for the provision of adequate and sustainable financial resources to developing country Parties and Parties with economies in transition on a grant or concessional basis to assist in their implementation of the Convention. The mechanism is to function under the authority, as appropriate, and guidance of, and be accountable, to the Conference of the Parties for the purposes of the Convention. Its operation shall be entrusted to one or more entities, including existing international entities, as may be decided upon by the Conference of the Parties. The mechanism may also include other entities providing multilateral, regional and bilateral financial and technical assistance. Contributions of the financial mechanism shall be additional to the financial transfers of developing country Parties and Parties with economies in transition as reflected in, and in accordance with paragraph 2 of Article 13 of the Convention.

Mandate

2. The second meeting of the Conference of the Parties, adopted decision SC-2/10 on the financial mechanism.

3. Paragraph 9 of decision SC-2/10 requests the Secretariat to prepare a report on the basis of the information to be provided pursuant to paragraphs 7 and 8 of that same decision,  reviewing the availability of financial resources in addition to those provided through the Global Environment Facility and ways and means of mobilizing and channelling those resources in support of the objectives of the Convention, as requested by the Conference of Plenipotentiaries in its resolution 2, for consideration by the Conference of the Parties at its third meeting;

Terms of reference for the consultant:

  • Prepare a draft report reviewing the availability of financial resources in addition to those provided through the Global Environment Facility and ways and means of mobilizing and channelling those resources in support of the objectives of the Convention, as requested by the Conference of Plenipotentiaries in its resolution 2.
  • Identify other possible sources of funding and/or entities to facilitate the adequacy and sustainability of funding for activities relevant to the implementation of the Convention and propose arrangements with those entities.
  • The  report will take into account Article 13 of the Stockholm Convention and be based,  inter alia, on  the following elements:

(a) Information to be provided by developed country Parties, other Parties and other sources, pursuant paragraph 7 of decision SC-2/10; and

(b) Information pursuant to paragraph 8 of decision SC-2/10.

  • The Secretariat will solicit and compile the information pursuant to paragraph 7 of decision SC-2/10 and will provided it to the consultant as received for his consideration.
